HMRC's document Meeting the obligations to file returns and pay tax on time issued on 19 June is the latest consultation under the banner 'Modernising Powers Deterrents and Safeguards'.

The department has become increasingly cynical as the powers consultation process has proceeded. The previous document Payments Repayments and Debt was the consultation for which HMRC did not intend to read the responses.
