Have HMRC considered staggered filing deadlines for tax returns?

Can you please advise if HMRC have ever thought of implementing staggered filing deadlines for tax returns? For example, surnames starting A to E could file annually to March, then F to K to June and so on.

To me this sounds very logical and would obviously avoid tax departments all over the country burning the midnight oil while we hastily trying to meet the January filing deadline.

Perhaps Taxation readers have their own views.
