'Those worth under £19 million must wait on phone for two hours'

With regard to HMRC’s e-magazine for high net worth individuals (HNWIs), I don’t think HMRC have realised that they have created a two-tier tax system for UK taxpayers.

Those worth £20 million have a designated point of contact who will visit their country estate to discuss tax matters, but those worth £19 million or less must use the phone lines and wait two hours to be answered by someone who is unlikely to understand the question let alone be able to provide an answer.
