Finance Act is too long and complex

The new legislation refl ects the complexity.

The 649 pages of this year’s Finance Act make it the second longest in history. It highlights the increasing complexity of an expanding tax code for taxpayers, and reflects a lack of parliamentary scrutiny, according to the ICAEW.

Ian Young, ICAEW Tax Faculty manager, said: ‘Evaluating the number of pages in each finance act is an effective method of showing the scale of the legislative burden. A simpler tax system would reduce the burden on business by making legislation easier to comply with.’
