Replying to a Parliamentary Written Question, Dawn Primarolo said that in the year ended 31 March 2000, the Revenue's Enforcement Office obtained bankruptcy and winding-up orders in 2,219 cases. This represented some five per cent of the total number of insolvencies in England and Wales in that year. She added that insolvency proceedings were only taken as a 'last resort', after all other attempts to negotiate payment have failed.
