We are taking this opportunity of writing to express our total shock at the contents of the review and the suggested early implementation date of 2008. We note that, in an article in the Financial Times, you referred to certain parts as being 'draconian' and we certainly concur with this.
We should be glad of your confirmation that the Association will be making the strongest representations to the Treasury about the impracticalities of the suggestion.
