Watching the PBR or Pre-Budget Report on television on Tuesday afternoon it was tempting to wonder how much Gordon Brown would have loved to have said 'move over Darling' and to have resumed his Chancellorship role. No doubt many will have seen the hand of Mr Brown in the Report especially as several of the measures had been flagged up by him well in advance. Certainly The Daily Express felt that it was Mr Brown they had 'forced to cut death tax'. Others will have thought instead that when all was said and done it was actually easier to see the hand...
