Your concern with our letter to hauliers (see related link above) is understood. 

Some background might help. The letters to hauliers were first being developed in late 2006 and in May 2007 about 3 000 were issued. All but 417 of these enquiries are now closed. Most of the 3 000 letters required no further action and we will be formally asking the recipients of the outstanding letters to disregard them recognising we need to reflect on how we want to do things in the future.

Earlier this year HMRC committed to much greater consultation about compliance with agents through the Compliance Reform Forum (CRF). The development of the hauliers' letter predates the development of new principles for this work with the CRF but nonetheless we have learned some important lessons.
