You may be interested in the following experience of an accountant colleague.

On 2 April 2008 a request was made to Bedfordshire and West Hertfordshire area for details of payments received during the tax year by a subcontractor client under deduction.

The accountant received a reply dated 3 April 2008 which contained details of the payments made to that subcontractor.

On 9 April 2008 a similar request was made on behalf of a different client. On 10 April a reply was received from the same person refusing to give details and suggesting that penalties might be charged for failure to keep accurate business records.

The accountant telephoned the number on the HMRC letter to find out why there was a difference in treatment.

The person who answered refused to give his name said that it was a new ruling that they were not to...
