Once again, HMRC have been let down by their systems. ALLISON PLAGER reports

HMRC have tacitly admitted that yet more penalties have been issued incorrectly.

Taxation became aware of a problem relating to automatic penalties for non-submission of 2007-08 P11D(b) returns of Class 1A National Insurance contributions on 14 November when a reader rang up saying he had received such a penalty notice for his company.

This was despite the fact that the return had been submitted online and on time and that HMRC had acknowledged it. Later that day another reader sent an e-mail saying that he had received 'four penalty determinations for non-submission of P11Ds in this morning's post including one for my own company.

'All were submitted in good time electronically. Additionally my own was submitted on 29 April 2008 but I received a reminder in June and rang to see why. I was told to just ignore it: clearly poor advice!
