Autumn statement

The chancellor’s autumn statement has been rescheduled to take place on 5 December.

Defaulters

HMRC have published the fourth list of deliberate defaulters who meet the conditions within FA 2009, s 94.

Offshore funds

HMRC’s reporting offshore funds list has been updated to include the funds that have entered the reporting fund regime as at 11 November 2013.

Stats survey

HMRC have published a survey on the disaggregation of HMRC tax receipts between England, Wales, Scotland and Northern Ireland. The information is part of an experimental statistics series, and is subject to review. The Revenue is keen to consult with users on how methods can be improved.

Devolving financial powers to Wales

Thirty of the 31 recommendations by the Silk commission on financial devolution for Wales have been accepted in full or in part by the government. Landfill tax, stamp duty land tax and business rates will be fully devolved; the Welsh assembly will be able to hold a referendum devolving part of the country’s income tax; officials will be able to create local taxes with the UK administration’s agreement; and tools including a cash reserve will be provided to manage new powers.

Toolkits

HMRC have launched a short survey on agent’s experience of using department toolkits and suggestions for improvements. The responses are anonymous.
