The chancellor has decided to abandon his plans for the class 4 National Insurance measures set out in the Budget earlier this month. He also confirmed there will be no increases in National Insurance rates in this parliament.

However, class 2 contributions will be abolished from April 2018. In addition, Philip Hammond said the review on how to address the difference in parental benefit entitlement between the employed and the self-employed will go ahead. But it will be widened to look at the other areas of difference in treatment, alongside the government’s consideration of the forthcoming report by Matthew Taylor, chief executive of the RSA, on the implications for employment rights of different ways of working in a changing economy.

The government will then discuss how it will carry out and fund reforms in this area.
