HMRC confirms it hired contractors using loan schemes

The loan charge all-party parliamentary group (APPG) has obtained evidence that reveals HMRC through its wholly owned subsidiary Revenue and Customs Digital Technology Services Ltd hired contractors using disguised remuneration schemes.

A recent report from the group explains that the information has come to light after the APPG tabled a series of freedom of information requests. These established that HMRC was aware in November 2018 that five contractors with a history of using disguised remuneration schemes were providing service to the department.

Further in October 2020 the APPG discovered that two of those contractors had used disguised remuneration schemes while working for HMRC after HMRC had wrongly concluded that they had not.

The group suggests this may explain why HMRC failed to answer repeated questions on this matter starting with the House of Lords economic affairs committee Finance Bill subcommittee in November...
