VAT returns by Internet

Above-shop flats
The Chancellor was asked who would be eligible for relief for creating flats over shops, and if an upper limit would apply. Dawn Primarolo replied and said that 100 per cent capital allowances for the costs of converting vacant and under-used space over shops would be given to property owners who created flats for letting. There would be checks to ensure that the enhanced relief did not subsidise high-value properties which required 'no encouragement'. She added that there would be no limit to the total relief available to property owners.
With regard to the European Commission, Ms Primarolo said that item 9 of Annexe H to the Sixth Directive allowed a reduced rate for alteration and conversion work to houses done to further a social policy. The removal of VAT from the sale of renovated houses which had stood empty for ten years was a minor adjustment and updating of the zero rate. There was no need to obtain further permission in this respect.

Car scheme rules
The Chancellor was asked what petrol price was assumed by the Revenue in arriving at the fixed profit car scheme rates. In a reply which indicated that the figures are now becoming divorced from the real world, Mr Timms said that no petrol price was assumed. The proposals were a development of the current rates to provide a greater incentive to drive cleaner vehicles for business trips.

Tax in euros
Replying to a question concerning the proportion of tax paid in euros, Dawn Primarolo said that of the total 1999-2000 tax receipt, £139 million, £10.8 million was tendered in euros and £1.8 million in other foreign currencies. With regard to Customs, the total tax for 1999-2000 for that department was £97 billion. Of that, £6.5 million was paid in euros, and £105,000 was paid in other foreign currencies.
