The Revenue has recently published the 2002 prints of the CT600 forms, but is looking ahead to the next version to be published in November 2003. If advisers or companies have any specific proposals regarding the design and content of the forms in the CT600 series, the Revenue is keen to hear about them. Anyone who is interested in discussing such issues with the Revenue, or is willing to participate further, should e-mail: brian.morris@ir.gsi.gov.uk by 22 November 2002.

Concessions booklet

The Inland Revenue has published a new edition of booklet IR1, detailing the Inland Revenue extra-statutory concessions in operation at 31 August 2002 and incorporating all changes since 1999. It replaces the January 2000 edition and the supplements issued in 2000 and 2001.

Capital gains tax simplification

In June 2001, the Chancellor launched a public consultation on the possibilities of simplifying capital gains tax within the existing policy framework and, after various discussions, announced a simplification package in the 2002 Budget.

The Revenue would also like to find out how capital gains tax procedures could be simplified without undue fiscal or administrative cost. It is focussing on capital gains tax for individuals, trustees and personal representatives, rather than companies. How could capital gains tax returns, computations, etc. be made less complex? What is not clear? What works well and what could be better? For example, are there particular areas where the boundary between the two sorts of taper relief, business assets and non-business assets, is not clearly explained.

Also, the Revenue modified the capital gains pages of the return to allow more information to be included and hence cut down on the number of enquiries. In this respect, the Revenue would like to know if it has achieved the right balance, and if it is clear when there is no need to complete the pages.
