Taxation reported last October on the response from HMRC to a Freedom of Information Act request about TIPs -Tactical and Information Packages (Taxation 27 October 2005, page 103). These replaced the old Business Economic Notes as the source of information for Officers, but unlike their predecessors they have not so far been published.

These replaced the old Business Economic Notes as the source of information for Officers, but unlike their predecessors they have not so far been published.
We were told last October that the intention was to publish the TIPs in a phased programme once the sensitive material had been removed. After following up recently on the lack of any apparent progress, we have now been told that the first batch of TIPs is due to be available on the HMRC website in mid-September. The subjects included in the launch will be estate agents, mortgage brokers, waste disposal and landfill, franchises, and CTN shops (confectioners, tobacconists and newsagents). The precise 'go-live' date will be announced later.
Whilst it seems to have taken a long time to get going, the reason given for the delay in starting this programme of publication is the need to get permission to reproduce the data which originated with trade bodies and commercial organisations. These often need a substantial amount of time to come to a decision, a problem with which most readers who serve on committees will be familiar!
