The idea of consulting to gain greater wisdom is hardly a new concept. At the dawn of civilisation humans probably sat around the fire pondering such questions as whether something circular might really help move things along.

These days the art of public consultation has become a refined process and in tax it has moved from being the unusual to the norm.

Very little tax change is not consulted on: consider the fleet of consultation papers that arrive with the first signs of summer. Ironically some are now questioning if there is too much consultation suggesting it has become a barrier to swift change for...
