Is the tax system fair? This was the subject of a fringe debate at the Labour party conference in Brighton. 


  • The system of corporation tax must be demonstrably fair.
  • The need for legitimate expectation regarding the law.
  • Different treatment of employees and self-employed.
  • Is it preferable to tax wealth rather than earnings? 

The perennial question “Is the tax system fair?” came under the spotlight at a debate organised jointly by the Chartered Institute of Taxation (CIOT) and the Institute for Fiscal Studies (IFS) at this year’s Labour party conference. Chaired by Chris Jones president of the CIOT and director of tax markets at LexisNexis the speakers were:

  • Seema Malhotra MP shadow chief secretary to the Treasury;
