The penultimate sitting of the public bill committee began with a literary declaration from the financial secretary to the Treasury Jesse Norman. He had likened members to pilgrims in The Pilgrim’s Progress at the start of the committee and continued the analogy saying he hoped they had made it ‘over the hill of difficulty’ although they had not quite reached the place of deliverance.

The first matter for the committee as it wended its way to Calvary was clause 99. This exempts from income tax capital gains tax and inheritance tax payments...
