Finance Bill

The government has published Finance Bill 2020, containing 105 clauses and 14 Schedules. The bill includes several measures for which legislation was published in draft on 11 July 2019 and at the Budget on 11 March 2020. The date for the second reading had not been announced at the time going to press.

Scottish courts

The Scottish Courts and Tribunals Service (SCTS) has announced that it is stopping all non-critical tribunal work. All hearings that have been scheduled will be postponed and any essential, time-critical hearings will be changed to telephone hearings. Individuals directly affected by the changes will be contacted by SCTS.

Social security

The Social Security Benefits Uprating Order SI 2020/234 provides for the annual increases for social security benefits, pensions and allowances. It comes into force at the beginning of April 2020, with revocations having effect from 5 May.

VAT

The European Commission has published a questionnaire to gather views from payments industry providers on the implementation of the legislative package on transmission and exchange of payment data to fight VAT fraud, adopted by the council in February. Responses should be submitted by 17 April.
