Just found an 'explanation' from Gordon Brown of the 10% band abolition, on Danny Finkelstein's blog.
It came from a video on the Labour Party website, of all places, after their latest party political broadcast.
He not only has a transcript but also a link to the video on YouTube. The explanation starts around 25.30 into the 30-minute video.
About as lucid as Donald Rumsfeld at his best.
