Can an expenses claim continue when a worker changes from MSC to PSC?

Dusty used to work through a managed service company (MSC) for his final customer: E Ltd until the MSC provider decided to pull out of that line of business in March 2007.

Dusty now has his own personal service company D Ltd through which he provides services to the same final customer E Ltd on the same site as he worked at previously.

However the contracts with E Ltd have changed; there is a new agency in place between D Ltd and E Ltd and Dusty's own personal contract with D Ltd is very different from the one he worked under when he held a single share of the MSC.

Dusty claims travel expenses from his company D Ltd to travel to the E Ltd site. He does not expect the contract to work at E Ltd to last for more than 24 months.
